This book analyses the potentials and consequences of a change from production-based to consumption-based approaches in international climate policy. With the help of an analytical model, the author investigates the effects of different policy variants on environmental effectiveness, cost-effectiveness, carbon leakage, competitiveness and the global distribution of income. The economic, legal and political background and the often contradictory findings on consumption-based approaches are reviewed in great detail. In the final chapters, options for practical policy design are developed. The book concludes that a switch to consumption orientation is not a policy tool whereby industrialized countries can unilaterally improve climate policy effectiveness, but should rather be seen as a possible intermediate step on the way to a fully multilateral mitigation strategy.

This volume brings together research on development in three major areas of contemporary global relevance: agriculture and food security, energy, and the institutions of national innovation.  Covering six of the largest emerging and developing economies (EDEs) in the world, three Asian (China, India and Malaysia), two Latin American (Brazil and Mexico), and one African (South Africa), the book offers insights on how the major EDEs have addressed the complex and increasingly interrelated issues of agricultural growth, food security and access to energy as part of their growth and development experience over the last three decades.  Underscoring the broader view of institutions of national innovation capacities, the volume presents the role of domestic policy and macroeconomic fluctuations in shaping the innovation capacities and development policy in these countries. The book is divided into three main parts.  Part I addresses agriculture and food security, while Part II focuses on the energy sector, including the importance of clean energy and energy efficiency in improving access.  Parts I and II also cover the role of the major sector-specific innovations for increasing productivity and growth.  Subsequently, Part III examines the importance of economy-wide institutions of innovation in the context of supporting growth and development.

The Economics of Immigration summarizes the best social science studying the actual impact of immigration, which is found to be at odds with popular fears. Greater flows of immigration have the potential to substantially increase world income and reduce extreme poverty. Existing evidence indicates that immigration slightly enhances the wealth of natives born in destination countries while doing little to harm the job prospects or reduce the wages of most of the native-born population. Similarly, although a matter of debate, most credible scholarly estimates of the net fiscal impact of current migration find only small positive or negative impacts. Importantly, current generations of immigrants do not appear to be assimilating more slowly than prior waves. Although the range of debate on the consequences of immigration is much narrower in scholarly circles than in the general public, that does not mean that all social scientists agree on what a desirable immigration policy embodies. The second half of this book contains three chapters, each by a social scientist who is knowledgeable of the scholarship summarized in the first half of the book, which argue for very different policy immigration policies. One proposes to significantly cut current levels of immigration. Another suggests an auction market for immigration permits. The third proposes open borders. The final chapter surveys the policy opinions of other immigration experts and explores the factors that lead reasonable social scientists to disagree on matters of immigration policy.
